Donovan Wright Jr.
Chief Executive Officer (CEO)
Donovan Wright Jr. is the Chief Executive Officer of Xaymaca Solutions LLC, a Service-Disabled Veteran-Owned Small Business delivering AI governance, digital transformation, cybersecurity, and workforce development capabilities across government, commercial, and educational environments. A People and Human Resources Business Partner with more than seven years advising executives and engineering leaders, Mr. Wright leads the firm’s people, talent, and human-capital strategy, aligning workforce readiness, organizational design, and talent operations with Xaymaca’s People · Governance · Data · Technology (PGDT) Framework™.
Mr. Wright has served as a strategic HR partner across national security research, corporate and cloud engineering, and high-growth technology organizations. As Technical Recruiter and Human Resources Business Partner at the Applied Research Laboratory for Intelligence and Security (ARLIS) at the University of Maryland, he advises executive leadership and engineering managers on workforce planning, organizational design, and performance management across AI, cyber, quantum, and engineering teams in a high-security, federally compliant research environment governing more than 150 cleared staff.

Chief Executive Officer (CEO)
Earlier, as a Human Resources Business Partner supporting Amazon and AWS corporate engineering, he served as a thought partner to senior leaders on performance management, employee relations, and organizational effectiveness across U.S. and international populations, and directed compliant offboarding for more than 3,000 employees during Amazon’s 2023 reduction-in-force with zero compliance escalations. He began his career strengthening recruitment modernization at the U.S. Department of State and leading full-lifecycle recruiting and project delivery at Xaymaca Solutions.
A builder as well as an advisor, Mr. Wright designs AI-enabled people operations and analytics that leadership uses in quarterly business reviews and federal sponsor briefings, and has architected two clearance-aware talent technology platforms — Vantage, an AI-native recruiting platform for the cleared-talent market, and Talent Compass, a secure, role-based talent management system modeled on the operating realities of a national security research organization. He holds an M.S. in Product Management from the University of Maryland, an M.S. in Cybersecurity Management and Policy from the University of Maryland Global Campus, an M.S. in Management–Integrated Business and a B.S. in Psychology from the University of Central Florida, and is completing an M.S. in Artificial Intelligence at the University of Maryland.

Dr. Donovan Wright is the Founder and Chief Data and Artificial Intelligence Officer (CDAIO) of Xaymaca Solutions LLC, a Service-Disabled Veteran-Owned Small Business delivering AI governance, digital transformation, cybersecurity, and workforce development capabilities across government, commercial, and educational environments.
A retired U.S. Army Major with 24 years of service, Dr. Wright brings over 30 years of combined military and senior consulting experience. He served as the Joint Staff J6 Lead for DoD Data and Artificial Intelligence Strategy at the Pentagon, coordinating with the Chief Digital and AI Office (CDAO) and all Combatant Commands to develop and publish the first unified DoD Data and AI Strategy. He has also served in senior roles supporting USCYBERCOM, DoD Cyber Defense Command (DCDC), the Defense Cyber Crime Center (DC3), and the U.S. Army in Germany and Saudi Arabia.

Dr. Rufus Ologan
Advisor and Principal Consultant - Technology Risk, Cybersecurity & AI Governance
Dr. Rufus Ologan is a second-line technology risk and cybersecurity leader with more than 25 years of experience delivering security engineering, risk governance, and AI oversight across the financial services sector, government, and multinational enterprises. He advises organizations on identifying, challenging, and governing technology risk, translating complex cyber, AI, and third-party exposures into clear business impact for executive and Board audiences.
Dr. Ologan currently serves as a Principal Information Security Engineer at a regulated financial institution headquartered in New York. He built the organization's Threat Management, Incident Response, and Digital Forensics program from the ground up, established and maintains the enterprise IT Risk Register, and oversees vendor and third-party risk across the three lines of defense. As an active member of the institution's ML/AI technology team and a contributor to its artificial intelligence policy initiatives, he brings a rare dual perspective: hands-on experience deploying AI/ML solutions in a regulated financial environment, combined with the independent governance lens required to challenge AI use cases on model lifecycle, data integrity, explainability, bias, and operational risk. His earlier career includes cybersecurity consulting in support of municipal government cyber defense operations and eight years as a Senior Network & Security Engineer and Chief Architect supporting a global financial institution's infrastructure across Asia, Europe, Australia, Africa, and the United States.

He transitioned from his role as Network Administrator in Jamshedpur & New Delhi, India (1998–2005), to ITS Network Team Leader at GBM in Abu Dhabi (2005–2011), and subsequently to Professional Service Consultant at F5 Networks in Dubai (2011–2015).
